"The enemy stops moving when Link has this. Mind you, it works only for the screen he's on at the moment."
The Legend of Zelda manual

The Clock is an item from The Legend of Zelda. Whenever Link kills an enemy there is a small chance it will drop this power-up.

When Link collects a clock, every enemy on the screen is frozen in place, and is unable to attack, however, Link can still sustain damage by bumping into them. Link begins to flash multiple colors to indicate the item has taken effect. It is then easy for Link to kill the affected enemies. The clock can last for an indefinite amount of time, but automatically wears off when Link moves between screens.

One side-effect of the clock is that it renders Peahats invincible, as long as they were moving when Link used the clock. Normally, Peahats are indestructible while they are moving, and only become vulnerable to attack when they stop. When the clock is used, Peahats are frozen in place, and their blades stop spinning. However, the game still classes them as being in their 'moving' state, and therefore they cannot take any damage. In addition, if a Peahat is frozen it cannot change between the two states, and therefore it will remain immune to attacks indefinitely, until Link leaves and the clock wears off.
