Frilly Fabric are Material items that appear in The Legend of Zelda: Tri Force Heroes. Unlike most Materials, they can only be purchased from the Street Merchant's shop which located next to Madam Couture's shop. Frilly Fabric costs 3,000 Rupees and can only be purchased once a day. Three Frilly Fabrics are needed for Madam Couture to create the Cheer Outfit. Fortunately, the Cheer Outfit itself only costs 100 Rupees to make.

Interestingly, upon purchasing the third Frilly Fabric, the Street Merchant will mention that Link can create the Cheer Outfit with it.
