The Snowquill Trousers are an item in The Legend of Zelda: Breath of the Wild. It is leg armor made by Rito artisans for Hylians and lined with Rito feathers to grant cold resistance when worn. It is part of the "Snowquill" armor set which grants the Unfreezable set bonus when all three pieces are upgraded to Level 2 or higher. Link can purchase it at the Brazen Beak armor shop in Rito Village.
Along with the Snowquill Tunic, Snowquill Trousers are apparently popular among Hylians living or visiting the Hebra province as Kanny, Jogo, and Pondo all wear them.
