The Tower is a location from Freshly-Picked Tingle's Rosy Rupeeland. The Tower sprouts out of the western pool in Hometown Prairie when Tingle feeds the pond enough Rupees. Uncle Rupee tricks Tingle into believing that the Tower will lead to a utopian paradise known as Rupeeland. However, as the game progresses, Tingle discovers that Rupeeland is actually a horrid place where Uncle Rupee is a tyrant, and everyone else acts as his personal slaves.
When Tingle obtains the Master Rupee, he can throw it into the Western Pond to make the Tower sprout all the way to the clouds. At this point, Tingle is greeted by his uncle who tries to sell him the Staff Roll. Tingle can accept or decline this offer, and when his uncle floats away, Tingle is free to climb the Tower and fight Uncle Rupee in the game's final battle.
