"Link! You came to rescue me! Oh, thank you! I have to tell you what I found out! This is terrible! Some creature is doing awful things to the great Valoo's tail! That's why he's so angry! The great Valoo's tail hangs down into the room right below here. There's got to be something in there..."

Valoo is a character from The Legend of Zelda: The Wind Waker. He is the almighty Sky Spirit who resides at the top of Dragon Roost Mountain and protects the Rito people that dwell on Dragon Roost Island. Valoo speaks the ancient Hylian Language, and only Prince Komali's Grandmother could fully understand him prior to her death. Even Medli, his attendant during the events of The Wind Waker, has trouble understanding him. Interestingly, on a second play through of the game, Valoo's words are subtitled in Modern Hylian, or, from the player's perspective, English.

Valoo grants the Rito their wings by giving them one of his scales when they come of age and always protects them from harm.

According to the Hyrule Historia, Valoo is thought to be a descendant of the great dragon Volvagia, despite Volvagia's evil nature and death at the hands of Link midway through Ocarina of Time. Technically, the book does not state that this is a fact, but presents it as a possibility.

Spoiler warning: Plot or ending details follow.

Prior to the the events of The Wind Waker, Valoo's attendant was Prince Komali's Grandmother. She would look after him, but she died in a way unknown to the player.

When Link first visits Dragon Roost Island, he learns that Valoo is in a fit of rage. After Link climbs to the summit of Dragon Roost Mountain, he can see Valoo raging and Medli concludes that something is harassing the great dragon. In fact, he is being tortured by the tremendous monster, Gohma, hidden within the mountain, beneath Valoo's high peak. Link must defeat Gohma in order to obtain Din's Pearl from Prince Komali.

Later, Valoo scorches Ganondorf's headquarters at the Forsaken Fortress by releasing a massive fiery breath, right after Quill and Prince Komali save Link and Tetra from Ganondorf's clutches.

Valoo bears striking resemblance to a character from Paper Mario: The Thousand Year Door named Hooktail. Like Valoo, she is a large red dragon with very small wings and a hook on her tail. Because of this, it is possible that Hooktail was inspired by Valoo.

Connection to Eldin

Given his role and status as a dragon deity, it is possible that Valoo is a descendant and/or successor of the Dragon Eldin from Skyward Sword, as both are Dragon deities associated with fire and reside on volcanic mountains.
